Who needs it

It is the payload Microsoft ships through Windows Update, taken from Microsoft's own download endpoints rather than a mirror.
How to install it
Download from developer.microsoft.com, then either run the package or mount the image and restart to finish servicing. Keep the machine on mains power for cumulative updates and feature images.
Where the download comes from

Common questions
Is Windows 11 development virtual machine free?
Yes. Microsoft publishes it at no charge, and the download button opens developer.microsoft.com rather than an ad-funded mirror. A few publishers ask for a short form before the download starts — that form lives on their site, not here.
Which Windows versions does Windows 11 development virtual machine support?
The listing covers Windows 11. The listing is current, so this is the version to install unless your PC maker ships its own tuned build.
Can I install it instead of running Windows Update?
Yes. It is the same servicing payload, and installing it by hand is the usual fix when Windows Update keeps failing. It still needs a restart, and a later cumulative update may replace it.
Is Windows 11 development virtual machine safe to install?
The file comes from Microsoft's own server. Check the digital signature on the downloaded file before running it, and treat any copy offered by a third-party download site as untrusted.
